Harare Intensifies Crackdown on Non-Compliant Businesses in CBD

The City of Harare has intensified efforts to enforce municipal by-laws within the Central Business District (CBD), calling on business operators and property owners to regularize their operations and ensure full compliance with local regulations.

By August 18, 2025, authorities had shut down 524 businesses for failing to meet the city’s legal requirements. Of these, 442 were found to be operating without valid licenses, while 172 buildings were cited for having unpaid municipal charges.

In a related move, the city also disconnected water services at 50 properties due to continued non-compliance.

Officials further revealed that 78 buildings were operating without approved building plans, and 124 structures lacked the necessary subdivision permits.

Fire safety was another area of concern, with 52 buildings reported to have expired fire extinguishers. However, there was a silver lining — 881 buildings were found to have valid fire safety certification.

The city also noted progress in other areas, reporting that 609 buildings were in possession of approved architectural plans, reflecting a degree of cooperation from some property owners.
