Minister Garwe Demands Deeper Probe into Urban Council Corruption

Local Government and Public Works Minister Daniel Garwe has urged further scrutiny into what he describes as widespread corruption crippling urban local authorities, with particular concern over Harare City Council’s governance.

 

Speaking after the official handover of a commission of inquiry report to President Emmerson Mnangagwa at State House, Garwe did not mince his words, stating that Harare’s municipal systems are “rotten to the core” and severely affecting public service delivery.

 

The report, compiled by a commission led by Retired High Court Judge Justice Maphios Cheda, follows a detailed probe into allegations of financial mismanagement and corrupt practices within the City of Harare.

The inquiry was initiated under the directive of President Mnangagwa amid growing concerns about administrative inefficiencies and abuse of public resources.

 

Justice Cheda emphasized that the responsibility now lies with President Mnangagwa to review and implement the commission’s recommendations.

 

The findings are expected to form the basis for possible reforms or legal action targeting systemic failures in local government administration.
