Top 10 Most Liveable Cities in 2025—and What Makes Them Special

by Bustop TV News

After years of dominating the Global Liveability Index, Vienna has been overtaken in 2025 by Copenhagen, Denmark’s capital, known not only for its efficiency but also its high quality of life. The Economist Intelligence Unit (EIU), which compiles the index annually, credited Copenhagen’s ascent to its top marks in infrastructure, education, and overall stability.

Though Vienna remains among the most liveable cities in the world, security concerns in recent years—including a bomb threat that led to the cancellation of a major concert and an attempted attack at a train station—contributed to its slide to second place.

The liveability rankings have remained relatively stable in recent years, with cities in Western Europe, Australia, New Zealand, and Canada consistently placing in the top 10. Osaka remains the sole Asian city on the list this year.

But what is it really like to live in these high-ranking cities? Residents of several of the top contenders shared their everyday experiences.

Copenhagen, Denmark – Ranked #1

In 2025, Copenhagen not only topped the EIU’s liveability index but was also named the world’s happiest city. That may come as no surprise to those who live there.

Thomas Franklin, a local tech entrepreneur, praises the city’s well-organized public services, relaxed culture, and communal feel. “The trains are so punctual it’s almost humorous. You can show up to a gourmet restaurant in sneakers and no one bats an eye,” he said.

Despite the frequently overcast skies, Franklin finds warmth in the city’s public spaces, waterfront saunas, and spontaneous meetups with friends. “Copenhagen doesn’t try too hard, and yet it always delivers.”

American writer Olivia Liveng, who relocated to Copenhagen eight years ago, also highlighted the city’s family-oriented design. Her toddler attends a heavily subsidized daycare that costs only $600 a month, and she appreciates the clean, stroller-friendly public transportation system. “You can really see where your taxes go,” she said.

Vienna, Austria – Tied for #2

Though no longer in the top spot, Vienna still boasts perfect scores in healthcare, education, and infrastructure. For many residents, those metrics are felt in daily life.

Nataleigh O’Connell, a UN communications consultant originally from New York, says Vienna offers a lifestyle she never imagined possible in a capital city. “You get world-class art, music, food—without being overwhelmed,” she said.

O’Connell points to affordable housing and €1-per-day public transit as reasons she has no plans to leave. For those wanting a local experience, she recommends exploring Vienna’s urban vineyards and hiking trails that overlook the city.

Geneva, Switzerland – Ranked #5

Though often compared with Zurich, Geneva stands out for its compact size, scenic location, and international flair. With over 40% of residents born abroad, the city’s diversity is part of its charm.

James F. Royal, a US expat and finance author, describes Geneva as a “well-run city in a well-run country.” He says the city combines the best of big-city amenities with a relaxed pace of life. Easy access to trains and public transit makes a car unnecessary, and Switzerland’s central location means Europe is just a few hours away.

During warmer months, Geneva’s lakeside parks and pop-up bars come to life, while the winter months bring festive Christmas markets. “You get all the perks of global living in a small, manageable package,” said Royal.

Melbourne, Australia – Ranked #4

Melbourne ranks highly not just for infrastructure and healthcare, but for its rich cultural life and strong environmental policies. Residents praise its efficient transport system and laid-back yet vibrant atmosphere.

Lawyer Oliver Morrisey says Melbourne’s design allows him to manage work, family, and leisure with ease. “I can attend court, meet a client, and take my daughter to the park—all without needing a car,” he said.

Brand strategist Katherine Tuominen adds that Melbourne’s multicultural population adds depth to everyday experiences. “From hidden bars to cultural festivals, it’s never dull,” she said. She recommends visitors explore the city’s iconic laneways and grab a meal on Lygon Street, Melbourne’s café capital.

Osaka, Japan – Tied for #7

As the only Asian city in the top 10, Osaka earns its place through stability, healthcare, and education—all of which received perfect scores. Unlike Tokyo, Osaka offers a slower pace, easier access to amenities, and a warm, community-oriented feel.

Graham Hill, who runs a local review site, compares Osaka to San Francisco—smaller and more personal than Tokyo, yet still deeply urban. “It’s easy to get around, and the food scene is second to none,” he said.

Dominic Dijkstra, a hospitality director, describes the city as refreshingly down-to-earth. “People strike up conversations in bars and treat you like a neighbor,” he said. “It’s the kind of place where everyday moments stick with you.”

He suggests grabbing a drink at one of Kyobashi’s tiny, lively bars or unwinding in Utsubo Park with a coffee and pastry from a local bakery.
