Mine Workers Union Welcomes Mining Bill, Demands Labor Safeguards

The Zimbabwe Diamond and Allied Minerals Workers Union (ZDAMWU) has welcomed the Mine and Minerals Bill 2025 urging government to prioritise the welfare, employment rights and social protection rights once the Bill is enacted into Law.

In an interview ZDAMWU secretary general Justice Chinhema showered praises on the legislative reforms.

“As a representative body for mine workers throughout Zimbabwe we acknowledge the significance of legislative reforms aimed at modernizing the mining sector.

“It is our firm belief that any new legislation must place the rights, welfare and social protection of workers who form the backbone of the industry at its core,” he said.

He said the organisation appreciates the Bill’s objectives of attracting investment and promoting sustainable mining practices but the goals must not come at the expense of workers’ rights and well-being.

“A truly sustainable mining sector is only achievable when the rights of workers and communities are safeguarded and their welfare is prioritized,” he said.

“The Bill holds promise in creating employment opportunities, particularly if it supports responsible and inclusive mining practices. Embedding stringent occupational health and safety standards within the legislation will enhance the safety and well-being of workers across the sector.

“Furthermore, provisions for fair revenue distribution and corporate social responsibility have the potential to support broader community development, which in turn benefits workers and their families.”

Chinhema said the organisation is concerned that certain aspects of the Bill may dilute existing labour protections or curtail union influence and might weaken workers’ ability to negotiate for fair wages, secure employment, and safe working conditions.

“The Bill must include explicit guarantees of job security and ensure that wages are fair, timely and reflective of the value of workers’ contributions.

“It must also enforce rigorous occupational health and safety standards to protect workers from industry specific hazards.”

He implored that the legislation must upholds workers’ rights to union representation and meaningful participation in decisions that affect their welfare.

“We urge the Ministry of Mines to prioritize the protection of workers’ rights and welfare in the final version of the Mine and Minerals Bill 2025.”

He said ZDAMWU remains committed to working alongside government and industry stakeholders to shape a legal framework that ensures sustainable growth while upholding the dignity, rights, and livelihoods of Zimbabwe’s mine workers.
