The National Prosecuting Authority of Zimbabwe (NPAZ) has revealed alarming case backlogs in Mashonaland Central and Bulawayo provinces, with the two regions recording the highest number of pending cases in the first quarter of 2025.
According to the NPAZ’s performance indicators released on May 9, Mashonaland Central had the worst clearance rate, with only 44.79% of cases resolved.
Out of 4,730 cases at hand, only 2,119 were completed, leaving a staggering 2,611 pending.
Bulawayo followed closely, with 2,039 unresolved cases out of 3,749, translating to a clearance rate of 45.61%.

The figures highlight growing inefficiencies in the justice delivery system, raising concerns over delayed justice for victims and accused persons.
In contrast, Manicaland recorded the highest clearance rate at 89.24%, resolving 3,094 out of 3,467 cases.
Mashonaland West also performed well, completing 83.47% of its cases.
NPAZ has not yet commented on the disparities, but legal experts attribute the backlog to understaffing, logistical challenges, and case complexity. Stakeholders are calling for urgent interventions to address the delays, particularly in the worst-affected provinces.
Key Provincial Performances (Q1 2025):
– Mashonaland Central: 2,611 pending cases (44.79% clearance)

– Matabeleland South: 704 pending cases (72.67% clearance)
– Manicaland: 373 pending cases (89.24% clearance)
The NPAZ report comes as the authority marks its 10th anniversary, with growing pressure to improve judicial efficiency nationwide.
