Mutodi Removed as Budget Committee Chair Following Kickback Allegations

Bikita South legislator Energy Mutodi has been dismissed from his role as Chairperson of Parliament’s Portfolio Committee on Budget, Finance and Economic Development following allegations he made against Finance Ministry Permanent Secretary George Guvamatanga, accusing him of soliciting multi-million-dollar kickbacks from government suppliers.

Posting on X last week, Mutodi claimed that Parliament had received reports alleging that Guvamatanga was demanding between 5% and 10% in payments from ministries and departments before releasing Treasury funds.

He further alleged that the senior Treasury official’s reported wealth — which he said included multiple luxury homes and over 5,000 dairy cattle — was derived from unlawful dealings exceeding US$1 billion.

Mutodi repeated the claims during a parliamentary session, urging that Guvamatanga be summoned to answer the allegations. He later withdrew his statements and issued a public apology.

According to a letter obtained by TheZimbabweTimes, Speaker of Parliament Jacob Mudenda informed Mutodi of his immediate removal from the committee leadership. He has since been replaced by Chipinge East MP Lincoln Dhliwayo.

“This serves to notify you that, in terms of Standing Order No. 19 of the National Assembly, the Committee on Standing Rules and Orders (CSRO) has resolved to terminate your tenure as Chairperson of the Portfolio Committee on Budget, Finance and Investment Promotion with immediate effect.

“Consequently, all benefits and privileges associated with that position are hereby withdrawn,” reads the letter.
