HARARE – A damning Commission of Inquiry report has revealed Harare City Council spends US$500,000 monthly on executive salaries – funds that could address the city’s worsening service delivery crisis.
Documents show the Town Clerk’s package reached US30,000 monthly, with even junior executives earning US15,000, all without required approvals.
Meanwhile, residents endure cholera outbreaks, water shortages and collapsing infrastructure.
“These salaries are criminal when our sewage flows in streets and garbage goes uncollected,” fumed resident representative Precious Shumba, calling for immediate cuts.
The Commission also uncovered US$4.5 million in unaccounted funds and systemic procurement corruption. Its findings now await President Mnangagwa’s review.
