There are revelations that the arrested Harare City Council town planner Priscilla Charumbira who is wife to Chief Fortune Charumbira illegally parcelled out land in Glen Norah to build a library bolstering the fired Mayor’s chances of winning a Mayoral post.
This publication can reveal that Mrs P Charumbira is being accused of having awarded Herbert Gomba land in Glen Norah for the development of a library in a public open space without following procedures at a time when the then mayor was eyeing a mayoral post raising suspicion that this could have done as a campaigning tool.
There are concerns that the land use was altered since it is a recreational park ,a library requires a serene and quite environment but Mrs Charumbira says ‘ no change of use was done since it was not required in land zoned for a Park and Recreation in which a library is an ancillary use which was strategically located to assist in the looking after, landscaping and preservation of the park for the benefit of the public’.
Allegations are that no stakeholder consultation was done with regards to the building of the library.
It is understood she usurped the role of the suspended director of works Zvenyika Isiah Chawatama and approved the plan for the building.
“The plan was signed by her on 05/04/2018 under approval reference 3064/HM plan No. TP2F /WR/02/18. The library was then built in Glen Norah at a time Gomba was vying for office,” reports say.
She also stands accused of having illegally allocated land to Barapate and Wakewill Logistics,a company which his husband has some interests.
