Job Profile
This position involves leading the financial administration of CAFOD-supported programs and partnerships, contributing to the overall strategy in Zimbabwe. The individual will manage day-to-day financial tasks, maintain relationships with partners, and support capacity-building efforts as needed.

The role encompasses the following key responsibilities:

  • Budget Analysis and Reporting: Oversee budget analysis and financial reporting for programs.
  • Financial Oversight: Monitor and manage office and program finances, offering financial support and guidance to program staff.
  • Program Accounts Preparation: Assist in preparing program accounts (but not final sign-off).
  • Partner Support: Offer financial guidance and capacity-building for partners, assessing financial needs as required.
  • Donor Compliance: Manage financial aspects of donor compliance and collaborate with the Business Development Lead to strengthen donor relationships.

Duties and Responsibilities

Financial Management

  • Perform bookkeeping using relevant software to consolidate partner finances for donor reporting.
  • Prepare monthly accounts and reports in line with CAFOD’s financial procedures and donor requirements.
  • Maintain accurate financial updates for Programme Managers and the Financial Administration Manager (FAM).
  • Ensure all program staff and partners are informed about CAFOD’s financial standards and policies.
  • Coordinate the timely submission of records and accounts as needed.
  • Conduct financial assessments, including budget and audit reviews, and help identify financial issues or fraud.
  • Support the budgeting process, suggesting necessary changes.
  • Ensure proper record-keeping for accountability.
  • Assist in training staff on financial policies and procedures.
  • Prepare documentation for audits, ensuring accountability in all processes.
  • Manage the tracking of donor assets and maintain an asset register.
  • Reconcile and manage Web Promise grants, liaising with the FAM.
  • Ensure proper archiving of tenders for audits.
  • Verify payments, financial reports, and cash flows in collaboration with the Country Representative.
  • Review staff travel liquidations.

Partner Finance Support

  • Assist in assessing the financial health of CAFOD’s partner programs by reviewing budgets, reports, and audits.
  • Develop budgets with partner staff and ensure funds are appropriately managed and accounted for.
  • Meet with partner staff to review budgets and expenditures.
  • Train partners on financial accountability policies and ensure ongoing compliance.
  • Build and manage relationships with CAFOD’s partner organizations.
  • Empower partner finance teams to produce complete financial reports.
  • Perform grant reconciliations and monitor partner cash flows, ensuring timely fund requests.

Donor Compliance and Development

  • Ensure compliance with donor financial standards.
  • Conduct capacity assessments for partners and perform due diligence checks when necessary.
  • Prepare partners for upcoming audits.

Qualifications and Experience

Person Specification

  • Understanding of CAFOD’s context, Catholic identity, and international development goals.
  • Strong teamwork and communication skills.
  • Ability to manage resources effectively, including budget creation and financial monitoring.

Job-specific Competencies

  • A qualified accountant (or working towards qualification) with experience in finance or accounting roles.
  • At least five years of experience in the finance and development sector.
  • Excellent analytical and deductive skills.
  • Advanced written and verbal English proficiency.
  • Proficient in using tools like Microsoft Excel for basic financial analysis.
