The Zimbabwe Anti- Corruption Commission exposed local authorities of malpractices leading to the arrest of three Chief Executive officers and senior officials.
This came to light after ZACC conducted nationwide compliance spot checks and systems review exercises.
Officials who were arrested include Muzarabani RDC CEO Ennie Mafa Mutema, Guruve CEO Tinos Marisa, Mudzi RDC CEO Victor Nyamutswa and his deputy, Farai Mutambawatusi who also heads the Human Resources Department.
This came out in a statement that was issued by the ZACC Spokesperson Commissioner John Makamure.
Mutema was arrested for Criminal Abuse of Duty. She appeared in court before Guruve magistrate and was remanded to the 4th of October 2021 for trial and was granted ZWL$10 000 bail.
Appearing in the same court was Guruve RDC Chief Executive Officer Tinos Marisa facing charges of Criminal Abuse of Duty.
Marisa was remanded out of custody to 5 October 2021 for possible trial and is on ZWL$5 000 bail.
Mudzi RDC Chief Executive Officer Victor Nyamutswa and the Head of Human Resources Department Farai Mutambatuwisi are expected to appear in court after they were arrested for allegedly conniving to award a 150% salary and allowances increment without council resolution.
It is further alleged that the increase was over and above the salary approved by the National Employment Council (NEC) following a collective bargaining exercise.
The approved increase was for lower grade employees. However, the two included senior management whose increments are subject to negotiations with the Council.
In the second count, Nyamutswa is accused of double dipping from the local authority’s fuel facility by claiming both liquid fuel and cash for the same.
